Minimum Wage in Pakistan 2026-27: Checker, Arrears and EOBI

What is the minimum wage in Pakistan in 2026-27?

It depends on the province. Sindh: Rs 43,000 a month from 1 July 2026 (notified 17 August 2026). Islamabad: Rs 40,700 from 1 July 2026. Punjab: Rs 40,000 (the 2025-26 figure; no 2026-27 notification was found by 16 October 2026). Khyber Pakhtunkhwa: Rs 40,000 notified, Rs 45,000 announced but not notified. Balochistan: Rs 37,000, from secondary sources only.

Sindh notified its new minimum in August but backdated it to 1 July, which means every employer in Sindh paying the old rate in July and August already owes arrears.

Islamabad's figure is for a 48-hour week; Punjab's is set on 26 working days (Rs 1,538.46 a day). Sindh's notification covers registered and unregistered units and says incentives and allowances do not count towards the minimum. Where a newer figure has been announced but not notified, the notified one is what an inspector can enforce; budgets often announce a figure months before the notification.

EOBI: 5% and 1% of the minimum wage, not of salary

Under the Employees' Old-Age Benefits Act 1976, every establishment with five or more employees pays 5% as employer and deducts 1% from the worker, calculated on the minimum wage rather than on actual salary (s.2, s.9, s.9B). The employer's share cannot be taken from pay. No contribution is due after 60 (55 for women). Lahore and Peshawar High Courts have set aside some EOBI demands at increased rates, and the question is before the Supreme Court; no 2026 EOBI circular was found, so the calculator uses the province's minimum wage, as payroll providers report EOBI doing.

Arrears when a notification is backdated

A notification that takes effect from an earlier date makes the difference for the months in between payable. If a worker was paid Rs 40,000 in Sindh in July, August and September 2026, the employer owes Rs 3,000 for each of those months on top of paying Rs 43,000 from now on. Set the month above to the last month already paid at the old rate.

What this will not tell you

This checks a full-time unskilled adult wage against the notified minimum. Skilled and semi-skilled grades, piece rates, apprentices and part-time work have their own rules. Three of the five figures could not be confirmed from a 2026-27 notification on 16 October 2026 (Punjab, KP and Balochistan), and the EOBI base is under litigation; the page says which. What is the minimum wage in Sindh in 2026?

Rs 43,000 a month for an unskilled adult worker from 1 July 2026, notified on 17 August 2026: Rs 1,654 a day or Rs 207 an hour. Allowances and incentives do not count towards it.

What is the minimum wage in Punjab in 2026-27?

Rs 40,000 a month, the rate notified on 8 September 2025 with effect from 1 July 2025. No 2026-27 Punjab notification had been published by 16 October 2026.

What is the minimum wage in Islamabad in 2026?

Rs 40,700 a month from 1 July 2026 for a 48-hour week, Rs 1,565 a day.

How much is the EOBI contribution in 2026?

5% of the minimum wage from the employer and 1% from the worker, for establishments with five or more employees. On Sindh's Rs 43,000 that is Rs 2,150 and Rs 430 a month; on Rs 40,000 it is Rs 2,000 and Rs 400.

Can allowances count towards the minimum wage?

Sindh's 2026 notification says incentives and allowances cannot be counted towards the minimum wage. Check your own province's notification wording.
